The Education Code defines those factors which must be included in the assessment of child care needs. The sections of this report represent those factors. Therefore, this report meets the requirements of AB2311 and Education Code Section 8499.3. The data reported in this document is a summary of information regarding the need for child care in Fresno County. The data is reported in two documents as follows: Executive Summary, which provides highlights of the report, focusing on those areas (zip codes) with the greatest need. The Executive Summary includes highlights only. Data for all zip codes may be found in the Fresno County Child Care Needs Assessment Report. Data in both reports is reported in frequency counts rather than percentages. This was the preference of the Fresno County Child Care & Development Local Planning Council (LPC) Child Development Task Team and the evaluator. In a preliminary report, the results were presented in both formats (i.e., counts and percentages). It was clear from the analysis that reporting the results in percentage format resulted in a distorted portrait of the needs associated with child care throughout Fresno County. Thus, it was decided to report data in frequency count format. The data in this report was derived from multiple sources. The source of data for each variable is reported. The criteria for each data source was that each were to provide recent, comprehensive and fair information regarding child care needs in Fresno County for each zip code. Source(s) of data are provided so program managers, developers and grant writers may obtain more up-to-date information. These are not static numbers, but change daily based on the increasing population and changing characteristics of Fresno County. Therefore, the source of data and websites are essential so that the most recent data can be used in writing proposals and creating programs. The Fresno County Child Care Needs Assessment Report and Executive Summary have been posted on the Fresno County Local Child Care Planning Council website.
