The purpose of this act is to support children prenatal to age 5 by creating a comprehensive and integrated system of information and services to promote early childhood development. The Commission began immediately to establish its role in addressing the needs of children from prenatal to age 5 and their families and caregivers. The following are the vision, mission and value statements developed by the Commission to be used in preparing this strategic plan.
