These assessments were accomplished through a data collection process that featured a Community Outreach plan for hearing all segments of the community. The Community Outreach plan included the use of community-based planning teams, countywide and regional workshops, a survey of the county’s kindergarten teachers, focus groups and input sessions, a randomized telephone opinion survey, and specialized discussion sessions among underrepresented interest groups. Other information collected included an analysis of the conditions and status of children in Monterey County ages 0-5, a compilation of existing programs and services available to young children and their families, and reviews of current scientific literature and “best practices” in the field of early childhood development.
