With the assistance of consultant Dr. Karen Hill-Scott, we engaged more than one hundred community leaders, with representation from elected officials, businesses, civic/social and government agencies and preschool educators from public, private, and faith-based programs. The planning process was funded in part by grants from Packard Foundation and First 5 Fresno County, and was deliberately inclusive of all preschool programs in the county. The plan includes a detailed description of the compelling need to provide high-quality preschool and the summative reports of subcommittees in the areas of Articulation and Coordination, Parent & Community Engagement, Program Quality and Monitoring, and Workforce Development.
