This Master Plan provides the blueprint to make that vision a reality within ten years. The new Universal Preschool system will launch in September 2004 for several thousand children and will quickly expand each year. While sufficient funding is available to begin this implementation, additional resources will be needed to sustain the program over time. When the program has reached its full scale, it will serve over 70% of the 153,000 4-year-olds currently living in Los Angeles County. Many of these children do not currently have access to any preschool program. Guided by their knowledge of Los Angeles County and the experiences of other states, the Advisory Committee of close to 200 individuals – from parents of young children to CEOs of major companies – designed a highquality part-day program with a full-day optional child care component. This Universal Preschool program will be offered in public schools, community-based organizations, and family child care homes. A five-star quality rating scale, beginning in the second year of implementation, will help parents make informed decisions in choosing preschools for their children.
