Kern
Introduction
Kern County is a county located in the southern Central Valley of California. The state government’s population bureau lists a January 1, 2006 estimate of 780,117, but recent California Department of Finance estimates place the county population at 779,869. The county seat is Bakersfield. As of 2004, Kern remains California’s top oil-producing county, with over 85% of the state’s 43,000 oil wells. The county accounts for one-tenth of overall U.S. oil production, and three of the five largest U.S. oil fields are in Kern County.
Kern County began the preliminary meetings in 2003 and launched a formal planning effort in 2004. With initial funding through the Kern County Child Care Council and further support from First 5 Kern, 287 individuals engaged in a community-based, robust, and dynamic 20-month long process to develop the recommendations that capture their vision, core values, and the desired elements of the County’s approach to delivering preschool for all. The Kern County Preschool for All Plan, organized and collected by the Kern County Child Care Council, was completed in 2006.
