The David and Lucile Packard Foundation Preschool Flagships

Grantee County Description
City of San Bernardino San Bernardino The Packard Foundation gave a grant to the city of San Bernardino to raise public awareness and support for universal preschool and to plan and implement a city-wide universal preschool program.
First 5 San Mateo San Mateo First 5 San Mateo County in collaboration with First 5 California, the County of San Mateo and the David and Lucile Packard Foundation, plans to launch Preschool for All over the course of three years (2004-2007).
First 5 Ventura Ventura County received funding from the Packard Foundation and First 5 California to develop a Preschool for All Work Plan. The work plan includes standards to create effective preschool programs and recommendations for workforce development, facilities and funding.
Fresno County Office of Education Fresno Fresno County, with funding and support from the Packard Foundation, First 5 Fresno and leaders in the local business community, has taken steps to create an accessible and effective network of important early childhood education services in Fresno.
Merced County Office of Education Merced The Packard Foundation gave two grants to increase the Merced County and regional business community's awareness of the positive economic impact, educational benefits, and long-term social returns of quality preschool and to work with county offices of education, school districts, and other stakeholders in the San Joaquin Valley region to educate the San Joaquin Partnership about the value of preschool.
Nuview Union School District Riverside The Packard Foundation gave a grant to Nuview Union School District to support the planning and implementation of high quality preschool programs throughout Riverside County.
Sacramento County Office of Education Sacramento The Packard Foundation gave a grant to the Sacramento County Office of Education to continue to support a multi-phase plan designed to increase the availability of quality preschool for Sacramento County.
San Diego County Office of Education San Diego The Packard Foundation gave a grant to the San Diego County Office of Education to continue to engage stakeholders throughout the state and local community about the value and need for a diverse provider system in support of universal preschool.

Power of Preschool (PoPs)

First 5 California funds nine Power of Preschool Demonstration Projects in Los Angeles, Merced, San Diego, San Francisco, San Joaquin, San Mateo, Santa Clara, Ventura and Yolo Counties.

The nine PoP counties expect to serve about 9,300 children during the 2006-2007 .scal year. More than 85,000 additional children from diverse backgrounds are expected to attend preschool statewide by 2010.

Grantee County Description
Los Angeles Universal Preschool Los Angeles Los Angeles Universal Preschool (LAUP), with funding from First 5 California Power of Preschool and First 5 LA, aim to make voluntary, high-quality preschool available to every 4-year-old child in Los Angeles County, regardless of their family’s income, by 2014.
First 5 Merced Merced Merced County places a major focus on preschool expansion. Through their Preschool for All/Power of Preschool program and the School Readiness Initiative, the Merced County Office of Education and First 5 Merced are working together to ensure all children enter school ready to succeed.

First 5 San Diego San Diego The San Diego County Office of Education (SDCOE), in collaboration with First 5 Commission of San Diego County , will implement in a five year San Diego County Preschool for All demonstration project to provide voluntary quality preschool, free of charge, to all four-year-olds in six PFA identified communities within the cities of: Escondido, Lemon Grove, National City, San Ysidro, South Bay and Valley Center/Pauma.
First 5 San Joaquin San Joaquin San Joaquin County's Preschool Demonstration project is refered to as Presschool for all. More information on efforts in San Joaquin, including information on their PoP implementation can be found on the San Joaquin county showcase page.
First 5 San Francisco San Francisco The Power of Preschool Demonstration project in San Francisco County is incorporated with its Preschool for All (PFA) program, which provides free half-day preschool for all four-year-old San Franciscans regardless of income.
First 5 San Mateo San Mateo First 5 San Mateo County (F5SMC) has made a 10-year commitment to support voluntary preschool for all three and four year olds in San Mateo County and has selected the San Mateo County Office of Education as the lead agency to carry out the program with eight partner agencies.
First 5 Santa Clara Santa Clara FIRST 5 Santa Clara works with the Advancing Excellence in Early Education (E3) Institute and other stakeholders in the local child development community to deliver a Master Plan for FIRST 5 Santa Clara County Power of Preschool.
First 5 Ventura Ventura Ventura County is a Power of Preschool fund recipient. Funds have been used to develop and provide ongoing support for eleven Neighborhoods for Learning (NfL) throughout Ventura County
First 5 Yolo Yolo Yolo County is a Power of Preschool fund recipient. Universal preschool for West Sacramento, known as UP 4 WS, is a partnership among the City of West Sacramento, Washington Unified School District, First 5 Yolo and First 5 California with the primary goal of offering quality, free and voluntary preschool to all 4-year-old children in West Sacramento.
