The First 5 Yuba (F5Y) Commission (formerly Yuba County Children and Families Commission [YCCFC]) was formed in January 1999 to implement the 1998 Proposition 10, California Children and Families Act. Since its inception, F5Y has been committed to improving the status of Yuba County’s children aged zero to five years old and their families. The last two years, 2004-2006, have been a period of great change for F5 Y. The Commission was without an Executive Director (ED) for over a year and without support staff for part of that time. Two new Commissioners were sworn in during 2005 and an additional seat was vacated. Commissioners, with the help of consultants and their attorney, filled in for staff vacancies by volunteering on four different committees. In the spring of 2006, the Commission hired a new ED, office assistant and administrative analyst. During this time, the Commission developed a reserve fund to act as an endowment and to provide for future long-term program sustainability.
This document presents the 2006 revisions to the Strategic Plan in accord with California Health and Safety Code Section 130140(a)(1)(C). The Commission intends this to be an evolving document.
