A 1999 report by the New York State Education Department regarding the transportation costs and practices of the state's Preschool Handicapped Education Program. The Preschool Handicapped Education Program (program) was established to provide special education services to three and four-year-old children with disabilities. Each school district is responsible for evaluating and placing preschool children with disabilities. However, officials of the child's county of residence are responsible for contracting with approved preschool program providers selected by the local board of education. County officials are also responsible for providing, directly or by contract with the lowest responsible bidder, for each child's transportation.
