Steps to Excellence Program Implementation Plan: Los Angeles

Steps to Excellence Program (STEP) is a child care rating system which will provide families, providers and communities with critically important information on the quality of child care services. As proposed, participation in STEP would be voluntary and all licensed child care programs would be encouraged to engage in program improvements that have been shown to improve outcomes for children.
