This executive summary reports on the final phase of the San Mateo feasibility study, where the focus has been placed on choices for implementation which arise from the findings of the first four parts of the study. Three scenarios are presented for deliberation and review, each building on what is already in place but using different strategies. The scenarios have been costed out for full implementation; a 10% annual expansion goal is suggested for implementing the new initiative, which has been costed out in Scenarios A and B.
