Local educational agencies, nonprofit organizations, other organizations or agencies were eligible for this program.
Funding was available to current CDE/CDD center-based contractors interested in providing State Preschool program services in one or more of the following counties: Butte, Fresno, Kern, Los Angeles, Madera, Merced, Orange, Riverside, and Solano. State Preschool programs provide a part-day and part-year comprehensive development program for three- and four-year-old children from low-income families. Families who are eligible for a state subsidy pay no fees; families who do not meet the eligibility standards established by the State Superintendent of Public Instruction may enroll their children in the program but must pay the full daily rate established in the contract. The program includes educational services, health and social services, nutritional services, parent education and participation, program evaluation, and staff development. The maximum daily rate is currently capped at $17.61 per child. Minimum days of operation per year is 175. Each State Preschool site must have a qualified site supervisor, qualified teachers, and sufficient aides to maintain an adult-child ratio of 1:8 at all times. Site supervisors and teachers must meet the minimum credentialing qualifications established by the California Commission of Teacher Credentialing. All State Preschool programs must maintain a teacher-child ratio of 1:24.
