A select strategic planning committee, organized by the Children and Families Commission o f Orange County, and funded by the David and Lucille Packard Foundation developed this plan to lay the groundwork for a local preschool system. It is designed to serve as a coordinating tool, planning aid, and communications device to identify and convey the efforts to be undertaken. This plan is written in the context of the evolving local and statewide efforts toward the expansion of preschool including the ongoing Orange County Preschool Planning Collaborative and the recent state funding for the expansion of preschool spaces from AB 172.
This plan builds on the work of the Commission’s School Readiness Expansion Project, which provided 31 Coordinator positions at the county’s 25 elementary and unified school districts, and the Commission’s partnership with local school districts and the Children’s Home Society of California to substantially increase the number of children receiving comprehensive school readiness services in the City of Anaheim.
