This report presents an action plan to guide the course of early care and education services for children birth to five years and their families in New York. The system includes programs, information, and services to meet the special needs of the State’s children, whether they are found to be gifted, challenged by disabilities, or come from culturally or linguistically diverse families. Essential services and supports for young children and their families comprise: (1) prekindergarten/child care/Head Start, (2) home visiting, (3) parent education/family supports, (4) early intervention/special education services, (5) family leave, and (6) health and mental health services. Appendices include: (1) a table titled “Current Annual Investment in Early Care and Education,” (2) resources, (3) a table titled “Demographic Data for New York State,” and (4) a list of vision stakeholders.
