High-quality preschool programs have strong, positive impacts on children’s social, cognitive, and emotional development. Benefits accrue not only to the individual child, but also to the larger society. Many highly respected studies consistently come to the same conclusion: Positive child outcomes have a direct correlation to high-quality preschool programs. Governors have and continue to provide the leadership needed to design and support policies that promote high-quality preschool programs. With the leadership of their governors, states can pursue strategies to ensure that preschool programs better meet the needs of all three- and four year-olds and help them gain the foundational skills they will need for school and beyond.
