In light of research findings that overwhelmingly support the benefits of pre-kindergarten, policymakers nationwide have stopped asking, “why provide pre-k?” and begun asking, “how do we fund pre-k?” States are finding innovative answers to that question, ranging from cigarette taxes to lottery revenues. Dedicated funds from these creative sources supplement general revenues, which provide the financial backbone for virtually all state pre-k programs. Whatever method a state may choose, stability in funding is the key to supporting high-quality pre-k and ultimately, to improving K-12 education.
