Developments in School Finance: 2003

This report contains seven papers by education finance experts from the 2003 National Center for Education Statistics Summer Data Conference. Discussions and presentations deal with topics such as the effects of salary and working conditions on teacher turnover, determining the cost of improving student performance, and measuring school efficiency. The papers include: (1) “The Revolving Door: Factors Affecting Teacher Turnover”; (2) “Financing Urban Schools: Emerging Challenges for Research, Policy, and Practice”; (3) “Financing Education So That No Child Is Left Behind: Determining the Costs of Improving Student Performance”; (4) “Distinguishing Good Schools From Bad in Principle and Practice: A Comparison of Four Methods”; (5) “Court-Mandated Change: An Evaluation of the Efficacy of State Adequacy and Equity Indicators”; (6) “School Finance Reform and School Quality: Lessons From Vermont”; and (7) “Shopping for Evidence Against School Accountability.” References are provided for each paper.
