Contra Costa County Preschool Makes a Difference Strategic Plan (Full)

First 5 Contra Costa Children and Families Commission, the Contra Costa County Office of Education, and the Contra Costa Child Care Council have been working collaboratively to create a plan for universal preschool in Contra Costa County, called Preschool Makes a Difference. Though the plan was constructed in the anticipation of the passing of a universal preschool bill, the plan is still being rolled out in increments, starting with a pilot program that will begin in 2009.
