The Federal Preschool Program (FPP) Local Entitlement Instructional Programs provide funding for special education and services to children with disabilities for preschool children ages three, four, and five. The Individuals with Disabilities Education Act (IDEA), Part B federal funds are combined with local assistance state funds to provide revenue to support the expense of educating identified students with disabilities. The state estimates total special education expenditures, deducts federal and other revenues, and allocates local assistance general funds for the remainder. Federal entitlement funds then go separately to Special Education Local Plan Areas (SELPAs).
