The California Migrant Education Even Start (MEES) program is a statewide, home-based and school-based family literacy education model. It assists migratory parents to increase literacy skills so that they can prepare their children, birth through seven years of age, to become successful learners. MEES programs help migratory parents develop English language, literacy, and parenting skills. It also provides preschool services to their children. Families participating in MEES programs must be designated as "migratory" under No Child Left Behind, Title 1, Part C, Section 1304(6)(C).
